"The Lt Governor is the official president of the senate, but (much
like the vice president in the U.S. Senate) has little power, votes
only in the case of a tie, and usually does not even bother to show up
for senate sessions.
The most powerful position in the senate is that of PRESIDENT PRO TEMPORE
(or "president pro tem"), that is, acting president. The significance
of this position comes from the fact that the president pro tem chairs
the five-member Rules Committee, which includes three members of the
majority party (including the president pre tem) and two members of the
